Learning And Development Specialist (2024)

Oregon Youth Authority is seeking a dynamic and dedicated Learning and Development Specialist at the Oregon Juvenile Justice Training Academy located in Salem. This pivotal role involves consulting, designing, planning, coordinating, publicizing, delivering, and evaluating a wide range of training opportunities for employees within the Oregon Juvenile Justice system and across the state of Oregon. The ideal candidate will be committed to integrating diversity, equity, and inclusion (DEI) into all aspects of their work, from decision-making and policy development to everyday practices and processes.

In this position, you will develop and facilitate training curriculums that reflect our agency’s mission and values. Your responsibilities will include creating classroom and online content, training materials, modules, and teaching aids, all through a DEI lens. Additionally, you will act as a “Broker” to designated sections of the agency, advising and supporting new employees and management in meeting their training needs.

Key duties include implementing and coordinating training programs, advising on trending training needs, on-boarding new staff, and customizing in-service training programs. You will collaborate with cross-departmental experts to develop comprehensive and inclusive course materials. Top Duties of the Position:

Develop and facilitate training curriculums in areas such as youth development, leadership, safety and security, and milieu management.

Work with diverse OYA programs throughout the state to coordinate, implement, and continuously improve training programs.

Develop positive working relationships with agency staff and managers through active participation in accomplishing group projects and in identifying and resolving problems in a constructive manner.

Additional Information:

Hybrid Telework: This position is eligible for a flexible remote work schedule, and you will be required to come into the office as needed. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.

This position receives annual increases on anniversary date until the maximum of the salary range is reached.

What You Need To Qualify:

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
  • Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Special Requirement:

  • Driver’s License: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Required Skills:

In-depth knowledge of accepted training practices and theories

Instructional design theory

Project management skills

Experienced in summarizing and presenting data information.

Knowledge and experience in developing e-learning and virtual trainings

High level computer and software skills (MS Office, Captivate, Flash)

Attention to detail with the ability to coordinate, document and track training events and trainers assignments

Proficient in the development and facilitation of training curriculums.
